In 2013 the Michigan Organized Retail Crime act was signed into law.   Law enforcement personnel, prosecutors and corporate retail partners across the state of Michigan, came together to discuss the issues of organized retail crime. In an effort to more efficiently and effectively prevent, investigate and prosecute these criminals, the Michigan Organized Retail Crime Association (MI-ORCA) was created.   This partnership will allow public and private partners to work together.  The MI-ORCA website is a secured, members-only, website that provides current reporting of organized retail crime. The retail partners have an opportunity to input information from crimes occurring in their stores that is used to create mapping patterns, investigations and identify fencing operations. Law enforcement partners also have access to provide the retailers with information and alerts.

To coincide with this website there are investigative meetings that bring law enforcement and retailers together to work on specific investigations, current problems and issues. This is an unprecedented opportunity to bring law enforcement and retailers together in a real working group.

Our Mission

MI-ORCA is a statewide crime-fighting partnership, that allows private and public partners to communicate about criminal activity impacting business on a real-time basis.  The purpose of MI-ORCA is to provide an organized retail crime communication and operational structure for the purpose of reducing ORC crime impacting participating entities. This Association transcends traditional communication channels between private and public sectors. This ensures an organized method of coordinating resources to expedite intelligence sharing.
