What is Organized Retail Crime?

The State of Michigan defines "Organized retail crime"; as the theft of retail merchandise from a retail merchant with the intent or purpose of reselling, distributing, or otherwise reentering the retail merchandise in commerce, including the transfer of the stolen retail merchandise to another retail merchant or to any other person personally, through the mail, or through any electronic medium, including the internet, in exchange for anything of value.

Organized retail crime (ORC) involves a person or persons engaged in illegally obtaining retail merchandise in substantial quantities through both theft and fraud as part of an unlawful commercial enterprise.

Operations can cover a spectrum of possibilities from simple to extremely complex; involving organizers, boosters, fencing operations, re-packagers, and even illegitimate wholesale operations

Our Mission

The purpose of the MI-ORCA is to provide an organized retail crime communication and operational structure for the purpose of reducing ORC crime impacting participating entities. This Association transcends traditional communication channels between private and public sectors. This ensures an organized method of coordinating resources to expedite intelligence sharing.
